Go to Dallas, Fort Dallas, and East Dallas. Located on the side of the road is a large, yellow billboard. To the right of the billboard is a large padlock, which you can jump on to get on top of a nearby billboard. Go back a short distance (about five seconds) by hitting the jump button, then jump off that billboard. When you get to the ground, the game will get stuck immediately, and you will get the achievement. This is one of the easiest ways to get the achievement. It is a little hard to do if your game is still connected to an Internet Cafe.

Travel as far east as possible, and then make a U-turn to the north. Continue in a straight line until you see a large building in the distance. There will be a red and yellow sign with an “N” on it in front of the building. Run up to the sign, cycle through all the doors, and you will reach the roof. Go to any door on the other half of the roof and climb through the roof hatch. Go straight ahead into the pool area and go onto the next floor. Turn left to the northern part of the pool area and climb down the ladder. You will see a locked door. Go on the other side of the door, and find the first ramp in the east. Go near the ramp to get this achievement.

There was a pattern to the unlock conditions, as the more erroneous the conditions (after the person unwrapped game and played it for 30 minutes) the faster the unlock.
